Federalists
Federalists like Alexander Hamilton and James Madison defended the new Constitution. They wanted a strong national government and limits on the states' powers. The Federalists eventuallywon the struggle and by 1790 all 13 stateshad ratified the Constitution. The Antifederalists had lost the battle overratification, but won the Bill of Rights they hadstruggled for. As a Federalist, James Madison at first thoughta Bill of Rights was unnecessary, but he was persuadedby Jefferson and popular pressure to change his mind. Madisonwrote most of the Bill of Rights. It consisted of 10amendments to the Constitution spelling out what the governmentcould and could not do. The Bill of Rights provided a writtenguarantee of individual rights, such as freedom of speech, freedomof religion, and freedom of the press.
